Feature: Transmission of ptex and CSM lighting through portals

Considering that we just got player shadows which I never expected to happen, I feel like this has more of a possibility of being implemented eventually, hence why I am bringing up this feature again. Essentially, this feature would allow for dynamic lighting from CSM and projected textures to go through world portals (including player placed portals).
There would be a setting for it controlled by a command such as "r_portal_shadow_transmission" Like I said, I only bring this up again because it seems more like a possibility now than before. This is by no means trying to annoy anyone into implementing it. I also understand if this would be too much of a pain to implement lol
