Describe your suggestion

Add a cvar or gameinfo.txt key which disables cloud sync of config files and save files. This would mainly be used for sourcemods which don't want to share their configs with the base game. When steam cloud is disabled, config.cfg would be written directly into the cfg/ folder, and on the initial boot it will run config_default.cfg instead of whatever's in the cloud.
