Bug: Levels are much darker than they should be for some iGPUs
Describe the bug
NOTE: Before you ask, I have set the brightness to max on both games. I hate not being able to see.

To Reproduce
- Open any map in Portal 2
- Open any map in P2CE
- P2CE is visibly darker
Expected Behavior
P2CE should be as bright as Portal 2, and I shouldn't need to keep checking if I've turned my monitor brightness up.
Operating System
Reported on Windows 10, with an Intel CPU and iGPU.
Notes
- Coco provided assistance in the Discord, but nothing was working. We tried
mat_monitorgammaandmat_monitorgamma_tv_enabled, to no avail.
- Lighting seems to be fine for all NVIDIA GPUs
Can confirm that NVIDIA GPU's are unaffected by this problem:

Running a GTX 1660 TI OC.
It almost looks like you have r_shader_srgb 1 enabled.
This is what my game looks like with r_shader_srgb 1

And this is normal, without srgb


It was off to begin with ;-;
This can be fixed with mat_tonemapping_occlusion_use_stencil 1. Usually this is set by dxsupport, but it doesn't have all GPUs.
I thought I was just going insane and Mandela effecting myself but no apparently it really was darker than normal good to know.
