[QOL] [UI] - Change color of tool durability when it's 100%

When durability of a tool it's close to 100% it's sometimes hard to differentiate from the ones with durability at 100% when scale is not too high. This affects a smith tool repair shop because sometimes there are tools which won't meet the 100% durability filter and won't be sold, but the clerk will ignore it when looking at the storage because they could be mislead into thinking the tool is fully repaired already. The current way to be sure is to hover the mouse into every tool in the storage and check the durability.

Right now I think the durability bar isn't present if the tool is at 100%. This is of course difficult to know without having played for a while.
