Add a polling referendum

It would be nice to be able to create a quasi-election that's focused on polling players for their opinions. It wouldn't be electing anyone for office, nor would it be passing any laws, it would instead be focused on answering which option is preferrable, or do some other things like a strawpoll / similar forms. You would probably want a few ways of getting the data (preferrential, pick one, checkboxes, etc.).

This would essentially be a glorified incorporating of Google polls into the game, which might help more players see it than on a connected Discord server.

I would love this option as an elected official being able to quickly poll my constituents when working out the details of a new act.
