[Eco Version 9.6.3] Voting UI on website sometimes doesn't show the Submit Vote

We've just started our first elections on the server and the website UI isn't showing a submit vote button when we click to vote.

If I go to a vote with 2 candidates, I can drag one above the other one and then the button shows up on all elections.
