Balance Water consumption & Water Pump

Currently both water pumps give out the same amount of water. The only difference is the Power consumption in Mechanical and Electrical.

Both WaterPumps seem like this: Both have 1 Water in Output

For the World Objects we use 0.3 Water and 0.9 Sewage

For Changes the WorldObejctsTemplates and the Techtree would need changes for customized numbers for each Pump and Objects.

In 10.0 electrical water pumps were given a (theoretical) upgrade to 4 water/sec according to the files, however even with dedicated input/output pipes and testing with both iron pipes and steel pipes, the electrical water pump only has a maximum water output of 1/sec
