Buildings drown in water layer

Describe the bug Water is placed on the DEM, but this migth result in different heights but not plane waterbody. This can hide parts of buildings and make them look like drowning.

Expected behavior Buildings close / within water like boat_house are on top of the water and waterbody has everywhere the same heigth.
