Add external areas with seats for outdoor_seating

The cities have usually restaurants, bars, ... that have dedicated areas to sit outside and relax esp. on summertime. Maybe we can create this bistro like scenes by just analysind outdoor_seating tag and add extra chairs / tables on footway, areas or roads? Would be nice to represent the spirit of a inner city neighbourhood :smile:
