added `alarm` signal handling to `bin/nhc-recorder`

the monitor that grabs advisories was dying unexpectedly whenever the NHC URL to fetch would timeout

closing, this was addressed partially, but the main workaround was wrapping it in a while loop - no longer a concern..closing
