expand `tailf` - a little ambitious but can be whittled down

Currently, only tailf syslog is available. Should provide:

tailf:

• opendap (will be needed with upcoming change to opendap_post2.sh redirecting to a different output file)
• adcirclog (adcirc.log in scenario dir output controlled via NSCREEN in config that defaults to -1000 in fort.15)
• scenario (scenario.log in scenario dir)
• get_atcf (in $RUNDIR/get_atcf.log)
• maybe a combined that tries to make sense out of all of them to provide a summary (including info on run.properties)

There may be multiple SCENARIODIRs where results are actively being produced at any given time (although the ASGS only deals with one scenario at a time, the forecast scenarios are fire-and-forget). Also, the ASGS will update SCENARIODIR abruptly when switching from one scenario to the next, which may not be what the Operator wants. Agree that it would be good to expand monitoring and like the idea of a summary (e.g., to see what is going on at any given time in a particular ASGS instance). The bash builtin analogy may be more along the lines of watch than tail -f for this feature.
