create operator based "training" around asgsh

asgsh is ideal for creating operator based training, idea is to have:

• Quick Reference (already started)
• repetitive task based drills on installing/updating asgsh
• set of operator "use cases" that can be practiced and drilled - e.g., "new storm", "season preparations", "hindcast requests", etc
• recovering from system failures, corrupted asgsh/ASGS system environments (for both "real time" and time insensitive scenarios)
