[Feature Request]: Request a custom language pack

Feature Description

Some language packs are incomplete. For example, when switching to Simplified Chinese, the "View/Edit PDF" text on the homepage is not translated. Inspired by the UI customization feature, could the language packs also be made customizable?

I'd rather the community work together to fix or add additional translations to our existing translation files

It would be really nice to be able to override the messages_XX.properties files with custom text for the various features.
