[Feature Request]: Internal Team only, Add Team functionality to Users

Feature Description

Add Team functionality to Users Allow Admins to create teams, and move/add users to teams. On startup a "Default" team should be made and users added to it If users exist during migration and are not part of a team they should be moved to the default team

Functionality should be added in future (different ticket) to allow team controls vs overall ie blocked URLs or access to cached files etc
