[Bug]: Image to PDF - "Multi file logic" option not enabled when adding images one by one

The Problem
On the "Image to PDF" page, when I add my images one by one, "Multi file logic" field is NOT enabled so that I can merge all those images into a single PDF.
Temporary workaround: I have to select multiple images at once to enable that field.

- [X] I have verified that there are no existing issues raised related to my problem.
One additional/related bug is that when "Multi file logic" is enabled, I change it to "Merge into single PDF" and delete all the images but the field remains enabled and I can still change its value although there are no images at all.
