Release notes page/pop up.

Why is this feature valuable?

Keeping users who are unlikely to be checking github informed of changes

Suggested Implementation

-Create a release notes page that shows all release notes from Github. -Icon in toolbar that opens a pop up that contains the latest release note -Link in pop up to full release notes page

• have some kind of indicator on the release note button (coloured dot/tooltip etc) that tells the user if there is a new release note at a glance
• when the user opens latest release note popup or goes to the release notes page store in cache key : "releaseNotesRead" value: datetime
• if latest release note was published more recently than the datetime in the releaseNotesRead flag show new release indicator

Would just need to have this within a popup window for the latest release after a user updates
