31 - US Government is broken

Looks like there may have been a breaking change in the language.

The code here assumes that the files created with MAKE will be ordered based on whatever the highest is plus one. I believe this has changed - It looks like MAKE creates 403 after a WIPE of 402, and does not reuse 402.

This can be fixed by adding FILE T before dropping, and changing GRAB 402 to GRAB T
