Implement new QPO Search Method based on Gaussian Processes

My collaborator @MoritzThomasHuebner implemented a new QPO detection methods based on Gaussian Process modelling in this repository. The method is described in this paper (currently under review at ApJ). I think that method would make a nice addition to stingray's modelling package. Could be a good future GSoC project.

We usually ask prospective GSoC students to interact with us in some way, to learn a little bit about how you work and how you interact with the community. I don't think that's easy to do on this particular issue, but have a look around our issues list (you should also feel free to look through the Notebooks repository) and see if there's something you'd feel comfortable tackling.
