DPKG_LOCKED

I recently Reset my iPhone (Not restore) and I have cydia and all my tweaks (Mterminal, Filza etc) but I can't install or see any packages in cydia and when I try to update tweaks (The default tweaks that came with the jailbreak) it gives me DPKG_LOCKED error any help would be greatly appreciated.
