Safe Mode

Well I jail broke myself roughly 2 weeks ago and pretty much broke it someone on here helped me fix it but my phone keeps getting put into safe mode about every hour I've been deleting tweaks this whole time trying to figure it out, I than decided to delete substrate so it will delete all tweaks period and I'm still getting put into safe mode, I can not download crash reporter, I'm out of options can someone help?
