[Poker] Update Jira Tickets points from Battle

It would be nice if the Poker facilitator could trigger updates to Jira stories upon pointing stories.

How I envision this would work is, fields are added to the poker story table identifying the Jira Instance ID the ticket was imported from along with the unique identifiers necessary to call Jira and update the points. Upon marking the story points after voting and saving the backend would trigger a background task to send that update to Jira.
