Pack Depth Values Reset on Reload

There appears to be a flaw in the loading code that causes pack depth values to reset to zero after a server restarts. Chances are that the values are never calculated. This isn't critical, but it does interfere with transitions to other packs. We can either deal with this or consider dropping the use of pack depth values.
