Create Issue templates
I'd like to create issue templates for this repo to help qualify and steer issues.
In particular I'd like to quash link-dumps here, those that come without basic explanation and a modicum of vetting.
I don't want any more submissions without elaborated justification, and future curation guidance.
Some rough ideas.

- Does your submission involve porn or social media? Please submit the issue [here] or [here].
- Does your submission involve fake news? Please submit the issue [here].
Looks good so far Steven @StevenBlack 👍 . And if you ask me,issue template is past due for this repo. You can post the toppings of the template that are on your mind so we can all pitch in and give some ideas i guess,polish it up.
@funilrys do you think you can create a search engine(for anyone reporting false-positives) that will show which list the domain in question came from? I know it's not going to be easy,maybe not even possible but it's worth the shot as it will save everyone time and effort.
Steve @StevenBlack what's the hold up on this one? Looks to me that you have it all set up,it's just needs to be implemented and it's obviously needed.
