Windstad Manor autoloot failing

the auto loot feature doesn't seem to work inside the greenhouse of windstad manor (haven't checked the other hearthfire manors). It auto loots whitelisted critters but not the plants in the planters. The log states: "Lootability result: CrimeCheckPreventsWhitelistItemLooting at Windstad Manor/0x0300be0a in Cell BYOHHouse2Hjaalmarch/0x03011cb3".

I tried to change the prevent crime setting to steal if undetected on both the non-sneaking and sneaking. I also changed the No looting in populous locations to allow in all. I also tried the take all setting for Do this for player-owned item/chest but it still can't loot the plants in the planters. Please send help

Edit: the plants I'm trying to auto loot are all whitelisted btw. Even the cell
