Ingredient filtering on "effects unknown" not working

Always take unknown ingredient doesn't work for me. It takes every nearby ingredient. I have Looting by item type>Ingredient set to NO ACTION. I have "eaten" all the ingredients in my inventory and all four of the effects are known. And yet I still pick up salt piles, troll fat, garlic, deathbell, lavendar, all the other ingredients. I've limited ingredients to 25 each using excess rules to mitigate this madness. I've also tried enable looting and setting V/W to max but this does nothing.
