whitelist Quest items if requested

Related to #369. Nexus request from melandis

I've historically had quest items set to glow which has worked perfectly for my playstyle. However, the recent overhaul means favour quest items such as black-briar mead need to be manually looted when you have set quest items to glow.

I checked and if you try and whitelist a quest item the mod refuses to do this. Would it be possible to change this behavior so any item can be manually whitelisted and always picked up?

This is more relevant now Favor Quest targets are treated properly as Quest items
