Collections can steal stuff unexpectedly

I took the LOTD files you provided as examples and edited them using Notepad++ to zap the formIDs using the load order from Vortex. This works great most of the time. However, it can sometimes harvest items that are owned causing a bounty for stolen items. This just happened to me in Candlehearth Hall in Windhelm. It picked up 3 Leviathon Morganite stones and that put a 5000 gold bounty on my head. I have the mod set to not steal items, but the collections seem to ignore it.
