flora/critter/ingredient excess inventory malfunction

I thought by limiting ingredients to per-limit 10 and setting excess to be left behind, I'd no longer be picking up extra flowers and butterflies whilst walking through the wilds past the limit I had set but I ended up with over 30 mountain flowers are clearing my inventory of them before.
