Allow Excess Inventory exceptions for whitelist and collection items

Nexus request, seems reasonable

I would like to have an option to ignore the settings in inventory excess management, for items in whte list and collections, if possible toggable for each category. For example, I can put clutter with "convert to septims" and "0", but I don't want to sell certain type of items, like paintings for LOTD.
