[BUG] Weather skin is getting on top when refreshing

Even when skins are set to "on Desktop", the weather skin is coming on top of all other windows when it is refreshing. However, this is not happening all the time, for whatever reason. All other skins (I am using) are not having this issue, though. I guess this is happening when it is updating the weather information.
