Incorporate CI build

Use Azure Pipelines or AppVeyor or Travis or etc.

The tricky part is that the IP (or IPs) of the build agent needs to be known ahead of time in order to be whitelisted on the NameCheap API sandbox page. This makes it very difficult to integrate with services that use a wide-range of IP addresses.

• AppVeyor static IPs
• Travis CI static IPs
• Circle CI runs on AWS so there's a lot of them
• IP addresses for Azure DevOps have their own XML
