oculars: split off general section

Is your feature request related to a problem? Please describe. I want to share ocular data but without settings specified in the general tab because these are not relevant for other users.

I think the hardware property data for Oculars plugin should be converting into JSON to avoid some stupid issues and extend the flexibility of adding enhancements for the pluigin and manage the devices.
