DLL issue
I absolutely love Stellar. I've been using it for a while now and only encountered my first issues.
Last week, when I used it, my retroarch wouldn't open afterwards. It gave a bunch of DLL errors.
To resolve the issues, I just created a temp new retroarch install, copied the DLLs from there to my real retroarch install, and that fixed everything.
I'm in Windows 10 64bit latest updates.

I can confirm this behaviour (source buildbot).
I think it has to do with new versions demanding extra .dll files. These files are not present in date_Retroarch.7z (it only contains updated executable files) but redist.7z.
