Introduce VS2022 support

This PR introduces the changes for supporting more features that have been coming out in the VSIX kit lately. Since there are more and more features that are only running on the latest VS starting from 4.0 we'll drop support for older versions.

In addition to the changes made in the package this also upgrades the projects to .NET 8.0
