Request direct Detect and Config for LC29H-BS, a Raspberry Pi Hat

The LC29H-BS Raspberry Hat devices are currently relatively easy to obtain compaired to the UM980. It would be very useful if the LC29H-BS could be Detected and Automatically Configured by RTKBase.

I would have to write a python lib to manage this receiver. Because it is a dual band only, L1/L5, it's very low in my priority list.

Could you please review #432 with an aim to merging, and any refactoring/abstraction can be done later.

I've just resolved any conflicts against master, so merging should be straightforward.
