Revisit integration tests

• Platform capabilities should be used as expected (eg: cf push without pre-publishing) related to #184
• All tests probably don't need to publish & deploy from and to linux and windows (using cf push would eliminate this)

Work started (and mostly completed) in this branch ~ still need to finalize changes and either merge to main or document (that latest is for pre-release things) and automate keeping it in sync with changes that go to main first
