Runoff Vote fails, garbled/missing text in the logs.

Hello. Today we finally decided to upgrade to the latest version from 3.2.4. We wanted to try built-in votes, but for some reason runoff votes were not triggering. We then removed built-in votes but runoffs were still not triggering. Our cfg files were edited to match our previous setup almost identically. We also use randomcycle at the end of a map if a map vote can not happen; because of too few players. Right now the only thing that is allowing map changes is either 50%+ majority on one map in a vote or randomcycle. Here's an example from the log (1 map):

What the heck is 'gs/UMC_2'? The runoff votes are not running even though it says it is and it is choosing a random map instead.

Does this have to do with config changes? I have not changed them in a long time did and update break them?
