First stage of tiered vote should print its result to chat.

Currently, when stage 1 of tiered voting completes, nothing is printed indicating which group won; all that is visible is the "Another vote is on the way" message.

The winner of the vote should be printed into chat, like any other UMC vote.

This will require a new translation phrase, or perhaps we can re-use the group vote one for now.

On closer inspection of the group vote phrase, it cannot be used for this situation. A new phrase is going to have to be made.

This is going to also require that the phrase is translated into all the various languages. Since most of the original translators will probably not respond to my request, I will probably have to do this myself.
