Add a maximum group amount in votes, use weighted-randomization to select the groups.

• A method of setting how many groups to include in a vote.
  • Cvar per module (would have to be added to UMC_StartVote)
  • Setting in UMC-Mapcycle (would require different cycles for different settings)
