Sort by HLTB

A plugin to sort the library by game length according to How Long To Beat. I originally added this functionality to HLTB for deck (#3) but was directed to make it a separate plugin.

Apologies for the delay in review, is there a reason that this is not part of tab master? This is functionality suited to addition to it. I don't want to ping pong you once again to putting this elsewhere but I'm having a hard time justifying this plugin being a distinct thing on the store.
