Add DeckShare Plugin v0.2.0

DeckShare

DeckShare is a simple DeckyLoader plugin that monitors SteamOS for new screenshots using a hook and automatically posts them to Discord via the provided webhook. (You must get your own Discord webhook url and provide it to the plugin upon first time setup)

PR has received no attention from original submitter since april. Closing PR unless @SmugZombie wishes to re-open and test if the PR is working on latest SteamOS Stable so it can make it's way to the testing store proper.
