[Request] Add Decky GUI access to Desktop mode

Feature Request Description
I think it would be good if Deckyloader had some kind of GUI access in the Desktop mode of Steam since plugins can have effects and use on Desktop mode of Steam
Further Description
Adding a Desktop mode UI for accessing Deckyplugins from Steam, possibly as an extra tab in the top next to the Store, Library, Community, Profile, and Console tabs. The UI could also allow for accessing and tweaking Deckyloader settings in Desktop mode. As it is modifying Deckyloader settings when in Desktop mode isn't entirely possible and requires booting into big picture mode, which is a bit annoying. It would be great if we had the option right there in Desktop mode.
Obviously since it can potentially cause issues this should be toggleable so the tab can be hidden in case it causes issues or people just don't want it in Desktop mode.

It's already being worked on in the Linked PR
This is nice, and it would be awesome if down the line this functionality could also be ported in the regular Steam client in Windows, even if with limited functionality. I already used CSS Loader standalone on Windows before and its nice

Please be aware that full windows support including an installer is not and will not be a priority for Decky. Our goal is to enrich the steamUI on the deck and on linux. Windows support will increase our support requests to a degree we cannot handle and have no interest in dealing with. Apologies, but thank you for your interest.
Not sure if this is what you want, but the first load of big picture in desktop mode, decky is accessible and works. Only on the first launch though.

This is a workaround and while it's alright it would be optimal to have a GUI access point in the actual desktop mode client.
