[BUG] Decky loader will not load properly on 1st install

Bug Report Description

after installing the latest version of decky loader, it installs correctly and game mode recognizes it, when i install a few plugins they fail to initialize. for me to fix it i have to re-run the installer and choose update to latest release and then my plugins start to work as intended. before fixing this after a bit plugins wouldn't download anymore.
