Dynamic assignment leaves "orphaned" unsent texts

When a campaign is set to "Dynamically Assign Contacts" and all texters have exhausted the initial contact list, the "Texters" panel shows that one or more texters appear to still have one unsent text. Although the campaign color has turned green indicating that all initial texts have been sent out, these "orphaned" singletons have in fact not been sent, and it appears that texters cannot send them.

Note that these orphaned singleton texts are not phantoms, but real contacts. They can be recovered, assigned, and sent out, but only if "Dynamically Assign Contacts" is turned off.

The attached image shows the situation several hours after all texts were presumed to have been sent out in this campaign. After this screenshot was taken, I turned off "Dynamically Assign Contacts". I was then able to zero out the five texters who had 1 text remaining. The Assigned Contacts tally then turned orange and read "19970/19975". I was then able to assign 5 contacts to myself to close out the campaign.

noting that this is still occurring - each user typically has 10 unsent first messages - and I'm adding the wfp-priority label to it now... cc: @deasterdaywfp @suegibson @lperson @bdatkins

This is still happening but in a different way - notice the discrepancy in the Assigned Contacts number, given that there are no more unsent initial messages in this campaign

I believe the balance are contacts that had previously opted out but were not removed during upload OR they are -133 auto opt outs? Screen Shot 2021-12-08 at 11 07 26 PM
