Feature Request: Configurable Email or SMS Notifications for TODOs

Problem Texters don't check the todos as often as we would like and then messages that require replies expire before they check back.

Solution Automatic email or sms notifications admins or owners could configure to send an email or sms to the texter letting know they have responses to send.

Context Configuring this in env vars would be sufficient. Something like when replies needed > X, send notification.

I thought there was an issue for this already, but maybe it was just a conversation in the progcode.org slack about notifications.

+1 that notifications would be a big win for the texter and contact experience.

Ideally, some logic that won't bombard you with notifications but will also notify you if you have just one languishing reply.
