lightgblss on python 3.12

Hi

Is it possible to update this package so we can upgrade to python 3.12? currently python 3.12 requires torch >=2.2.0

but lightgbmlss uses torch 2.1.2

#53 aims at addressing this

Since #53 has been merged, LightGBMLSS now supports Python up to 3.14.
