Feature request: handle rate limiting

first off; I see a lot of PowerShell work, and yours is by a huge margin way more efficient and thorough than the average! Great job on this module :)

I was hoping to see this included at some future point: https://learn.microsoft.com/en-us/azure/devops/integrate/concepts/rate-limits?view=azure-devops#api-client-experience

E.g. in the Invoke-ADORestAPI function?
