[feat]: Improve build scripts to allow diff-based updates instead of creating fresh images every time

Describe the Feature Request

FIgure out how to make the cycle of creating a dev image faster. This is slow because we have to transfer to sd, have pi update, then read from sd. This could be hacky to get faster by just modifying some already known image.

Describe the Use Case

Do some hacking of an already updated image. May not be great for post beta, but would help when we make lots of beta images.
