starrocks [BugFix] Fix follower cannot hit mv after altering table

Why I'm doing:

The visible version time is not replicated from leader to follower in altering table, causing that follower cannot hit mv after altering table.

What I'm doing:

Use finishedTimeMs in alter job as visible version time in altering table. Make visible version times are same in leader and follower after altering table.
