Chatbot: question-matching on questions input

Acceptance criteria

CSS (Melissa, Archana)

• Make sure visuals of input match design (including hover state)

Other stuff (Nemo, Buddy)

• As soon as the user starts typing, the most closely matching answer in our database shows above it for user to click
• Functions the same as the current search in that the matches will show right away
  • "No matches" is the same as just not showing the bar above at all
• If the user clicks the bar above, it's the same as clicking one of the buttons (search loads right away)
• This functionality is on every page, even if we're already in a convo with the bot
